• Head of multicultural family household according to Article 2 of the Multicultural Family Support Act
• Among North Korean defectors under Article 2, Paragraph 1 of the Act on Protection and Settlement Support of North Korean Refugees, three years have passed since the acquisition of nationality or the creation of family relationship registration.
• Those who meet one of the following requirements:
  • Those with a credit rating of 6 or lower (including no rating)
  • Second-lowest class and basic recipients
  • Those who meet the eligibility requirements for employment incentives
